2010 Budget Work Complete
The slowdown in the local economy and state budget cuts created several challenges in building a city budget for 2010. The governor "unallotted" or cut approximately $640,000 in Market Value Homestead Credit aid for 2010. This is in addition to approximately $950,000 that has been unalloted since December of 2008. The city has also not received any Local Government Aid since 2004 – an annual loss of over $2.1 million. Combine this with personnel costs and a reduction in building permit revenues and lower interest earnings, and the city faced a significant gap between anticipated expenditures and projected revenues. It means the city had to find new solutions for a balanced budget that would include a combination of new revenues and cuts. Through much work and with public input, city staff and the City Council were able to close a gap of $1.8 million.
The city accomplished this task through wage and benefit adjustments, position reductions, strategic line item reductions and a modest tax levy increase of less than 3 percent.
