Request: A plat was approved for the property located at 4903 Cedar Lake Road. The plat consists of one lot and will incorporate approximately 5,000 square feet of the neighboring property to the east. The property owners intends to use the lot to construct a residential building consisting of 14 to 16 townhome units. The townhomes will be 2-3 stories tall and have underground parking. The plat application was approved by the City Council on May 18, 2015. Building Permits will be issued this summer.

Siena Apartment Homes (previously Eliot Park Apartments)

This development features two new apartment buildings with a total of 138 apartments and two new single family homes on the north side of the site. The apartment buildings will be three stories in height, and two stories in some areas. Underground parking will be provided for residents, and 20 stalls of surface parking for guests will be located along a private road between the two buildings. They are now pre-leasing the apartments. Construction of both buildings will be substantially complete by September 2015.

Westside Center

Applicant: Hillcrest Development (COB LLC)
Request: Conditional Use Permit
Description:  The City has approved an application to allow the import/export of more than 400 cubic yards of fill material at the former Nestle/Novartis site in order to expand the building, parking lot, and an outdoor storage area. The applicant also requested to vacate two drainage and utility easements.

On June 1, 2015, the City Council voted to approve the applications. Previously, the Planning Commission held a public hearing on May 20, 2015 regarding the conditional use permit and the City Council held a public hearing regarding the easement vacations on May 18, 2015. The staff reports from those meetings are provided below.

Permits for the grading work have been issued by Minnehaha Creek Watershed District and the City. The hauling associated with the grading work is expected to last approximately 4 weeks. Construction on the building addition will begin after the site has been graded and existing utilities have been relocated.
