Renting out our home or duplex


Occupancy limits
The zoning ordinance limits the number of unrelated people who can live in the same residence. In most cases, creating an additional living unit, such as a mother in-law apartment, is prohibited. For more information about occupancy standards, call (952) 924-2592.

Renting out your home or duplex
Owners who wish to rent out a single family home or duplex, must apply for an annual business license by January 1. This requirement also applies to owners who don't live in the home and who are allowing someone (even a relative) to live in the home or duplex without paying rent. The license fee is

  • $85 per home
  • $85 when only one side of a duplex is rented out and the owner lives on the other side
  • $135 when both sides of a duplex are rented out.

This City ordinance enables a city staff member to inspect rental property once every two years to ensure it is being maintained to the minimum housing maintenance code requirements that apply to other homes as well as apartment buildings and businesses. Owners would need to correct any code violations, just as apartment owners and homeowners now do.

This requirement does not apply to
Rented condominiums and townhouses that are already regulated by their association's rules. Instances where the property owner lives in the home and rents out only a single room Instances where the property owner rents out the home for six or fewer months per year while the owner is out of town.

Roomers and boarders
In residential zoning districts, the resident family may take in up to two boarders if the roomers live in the common household with the family and use common cooking and kitchen facilities.

Residents living in mixed-use zoning districts may not take in roomers or boarders. For more information, call (952) 924-2592.
