City Manager Tom Harmening has been employed by the City of St. Louis Park for more than 20 years. Before being appointed to the city manager role in 2004, he served as the city’s community development director and was closely involved in successful community renewal efforts along Excelsior Boulevard and other significant redevelopment initiatives.

Prior to employment with St. Louis Park, Harmening served five years as community development director for the City of Hopkins, five years as planning director for the City of Hastings, and three years as city coordinator for the City of Watertown, Minnesota.

Harmening holds bachelor of science and master’s degrees in urban studies from Mankato State University.

City governance

St. Louis Park operates under the council/manager form of government. An elected city council sets the policy and overall direction for the city. Then city workers, under the direction of a city manager, carry out council decisions and provide day-to-day services.

The city manager provides leadership, direction and guidance to all city departments and is accountable to the city council.
