Connect the Park is the city's 10-year Capital Investment Program (CIP) to add sidewalks, trails and bikeways throughout the community. 2018 will be the fourth year of sidewalk and trail construction and the third year of installing bikeway in the community. 

Sidewalks

28th Street West and Jordan Avenue

The city is looking for opportunities to enhance walking and biking along 28th Street West up to Cedar Lake Road. An open house was held Nov. 28, 2017 to gather information from residents about how they walk and bike to Cedar Lake Road and if there are ways to improve the connection.

As of early July 2018, there has not been a resolution on a design that is acceptable to MnDOT. The city continues to engage MnDOT (owner of the majority of this area) to find an acceptable solution to safe pedestrian use of 28th Street.

The city council is scheduled to hold a public hearing on June 3 and is expected to make a decision on the project on June 17. A public hearing notice will be sent as a reminder for these upcoming dates.

The city has begun preliminary design for the project. The project has been postponed in order to incorporate additional feedback from the December 2017 open house meeting and to coordinate with the Bridgewater Bank redevelopment in the northeast corner of Excelsior Boulevard and Monterey Drive. Monterey Drive improvements have been moved to 2019 and 2020 to align with reconstruction activities planned along this segment of roadway and will have a separate public process that will begin later this fall.

A second open house was held on Sept. 25 to learn more about the proposed projects. The meeting included an additional study on the routes discussed at the previous meeting, an introduction of a new route along Browndale Avenue/Morningside Road/Quentin Avenue, and future bikeway considerations on Joppa Avenue south of 38th Street.
